What is Popeye Cazatesoros?

To all of those I met at the handful of conferences I attended before Covid-19 sent everything to digital, and all of those I met over email or Zoom since, it was a pleasure to meet you. I hope we get the chance to meet again when all of this is over, and you can reach me at any of my contact details listed at the bottom if you want to catch up in the meantime.

I’m still not 100% sure what I’ll be doing next, but I suspect it will still be in the gambling industry. This has been my life for more than a decade, and it’s an industry I continue to love and appreciate. In August, Cambodia’s state news agency, AKP, reported that authorities had inspected 195 licensed casinos nationwide as part of a broader anti-scam crackdown. This resulted in the revocation of 20 licences and the suspension of 29 others, with an additional 23 licences lapsing naturally. 

Touch Sokhak, deputy spokesperson of the Ministry of Interior, emphasised that the operation seeks to prevent Cambodia from becoming “a safe haven or money-laundering base for technology-related criminals”.

However, the sustained enforcement drive has already taken a toll on the wider Cambodian economy. In May, the government lowered its 2026 GDP growth forecast as construction, real estate and consumer spending absorb the short-term impact of the crackdown.

What is Popeye Cazatesoros?

Over 100 officers participated in the operation. Authorities seized several high-value vehicles, froze numerous bank accounts and imposed an asset restraint order valued at around €82 million. An arrest warrant was also executed.

Prosecutors allege that five suspects had operated internet-based gambling services without the required German licences from at least July 2021. The volume of bets placed on these platforms reportedly exceeded €5.8 billion between mid-2021 and the end of 2023. 

In addition to illegal gambling, investigators suspect extensive tax evasion, with a projected tax shortfall of about €77.6 million for 2024.
