What is Hellcatraz II?

CFTC Chairman Michael Selig signaled that possibility back in August. The agency was considering how its existing powers could be used to create a dedicated market structure for digital assets that are standard, he said. 

A new type of Designated Contract Market (DCM) dedicated to crypto trading is among the elements being looked at. Selig’s approach would enable existing and perhaps new crypto exchanges to gain CFTC recognition and offer leveraged or margined digital asset products under rules tailored for the sector.

However, the latest filing does not create such a system right away. Its OIRA entry describes the action as a preliminary measure and says it is not economically significant under the relevant review criteria. No legal deadline has been listed for review either.

But, as Robinson warns, the opportunity to enter Africa doesn’t come without challenges.

“It’s profitable, it’s growing and it was for sale from a distressed vendor,” he says. “That combination rarely appears in regulated Europe, where scaling a B2C brand means paying up for customers against Flutter and Entain on thin margins.

“Africa isn’t saturated, but I wouldn’t call it easy either. Betway and the local incumbents are well dug in. The difference is that you’re competing for a market that’s still forming, at a fraction of the acquisition cost, and the operating margin is there if you get the payments and the product right. The risk is regulatory and currency rather than competitive.”

The state-backed Nederlandse Loterij has ordered the operators of the unauthorised gambling site Skyhills to cease serving Dutch players.

This action came in the wake of a recent court ruling in a separate case involving Lalabet.

On Tuesday, Nederlandse Loterij announced it had sent a cease-and-desist notice to companies and directors connected with Skyhills across several jurisdictions, including Costa Rica, North Macedonia, the United Kingdom, Curaçao, Malta and the Marshall Islands.
